Myspace layouts HELP !!!!?

How I can create my own designs and graphics?? here is my problem, for example: ill go on graphics.com glitter-and that people do not have to create our own things, so I became a member, but there is no button that says create a design or something ….. I heard that you must have downloaded something first … ummm as Paint Shop Pro or something IDK but if u can not free one please tell me …. and please explain step by step how xoxo thanks do u soooo much, Kacie
